paint shop pro 9 is great for photos.

any help would be great!

A little more info on what photo and/or video editing features you require may help focus some responses.  For example, IrfanView is a great basic, free photo editor, but it doesn't have anywhere near the feature set of PhotoShop.

if you haven't tried google's Picasa yet, i suggest you give it a shot. I'm a hardcore photoshopper, use it every day, but i prefer Picasa for your basic crop/resize/red eye reduction/emailing functions.
