Ok, I'll keep this short.

Basically do I normalize before I EQ or do I EQ before I normalize??

I agree with Scooter you want to normalize after things like EQ or even compression in some cases where you have to boost eq settings. Because a single boost can put you over 0 db and cause distortion if you have already maxed out the wav by normalizing it. So any operation that changes gain structure should always be pre normalization.
