i am looking at new gear and any info would help

The AKG C1000S uses an internal battery so phantom power is not needed.
You will still need a pre-amp, but many recorders now have some kind of pre-amp stage so you may not even need an actual separate device.
If you decide you need a pre-amp, I would recommend the Denecke AD20 as it allows both analog line out as well as digital line-out. As you upgrade, you may want the extra features.
Also, the Rolls Pre you selected only supplies 21v Phantom Power. You may want to select one that provides 48v phantom as that is the most common voltage used. The Denecke PS2 is a good choice here, but if you go with the C1000S mic(s), you won't need the phantom.
Just some initial thoughts...

oh i thought i would need a preamp because the setup im using now gives me bad recordings that are too qiet but i definatly need to get a good mic

I thought it had a line-out via 1/8" and SPDIF out via toslink??? I may be incorrect???
Actually, now that I think about it, it is an ADC, hence the name! Duh!
And further reading shows the C1000S mics can take 9v-52v Phantom Power. .

You will need a preamp. Or line transformers to boost the signal. You'll always have gain problems without em.

It's an 1/8" coax out, not an 1/8" AND a coax.

Mics need power. via Phantom power or batt's.
Do not confuse phantom power with preamp. Some pre's provide phantom power. Some don't.

i am not sure but i think i need a pre amp so i can record with my NJB1 i tried using the gain thats built in and it ruins the recording with all the noise and is still to quiet. would that mic be enough or do i still need the preamp i am starting think i really need both and if i do does any one have suggestions on what i should get or if the ones i found are any good

You will need a preamp. Or line transformers to boost the signal. You'll always have gain problems without em.
How much $$$ do you have to spend?

This would be a great 1st rig. I'd rather run the Studio Project C4s over the AKGc1000's.
