I found some add on foot pegs for a BMX bike in a thrift store. They are meant to be screwed on the axle for tricks. They are steel but hollow with a 3/8 threaded hole at one end. They were made by Mongoose. They already have a hole drilled through the tube part, which I had to enlarge to 3/8". (see the pictures and this will make more sense) and(http://) I will also have to re-tap the threaded hole to the correct thread pitch (I soon as I remember where I put that tap!).
I used a piece of 1 1/4 PVC pipe and a PVC cap to make the rotating section. I cut the pipe to length then used the hole in the peg as a guide to drill though the pipe. I used a hack saw to make a slot (a little too small) for the 3/8 bolt then put the pipe back in place in the peg and ran the drill through while carefully turning the tube to make the slot the right size (think of it as routing the slot). Then put the cap on the pipe and drill a 3/8" hole through it. The bolt will hole it together, no glue needed. I put some adhesive foam tape around the pipe to help center it, to cut down on any noise from vibration and to give a little friction to the assembly so that it stays put when turned.
Add a little paint and assemble the bits and there you are!

Parts list:
Mongoose BMX foot pegs (2 to a package)
piece of 1 1/4" PVC pipe
1 - 1 1/4" PVC cap
2 - 3/8" X 3" coarse thread bolts
2 - 3/8" rubber washers
2 - 3/8" steel washers
2 - 3/8" to 5/8" X 27 adapters (mine came from my C4's stereo bar)
I estimate this cost me about $10 tops but I got the pegs at a thrift store.
