re-organization of tapers section

I like the new layout but it seems like the majority of the topics under the "ask the tapers" spot are being moved to the proper location. I would recommend moving the 'ask the tapers' section to be moved to a different location, like further down, so people actually have to read the other subjects/topics and possibly post in the proper location.

this post will probably be moved but at least it will be read by those who have to move it.
Advice is a form of nostalgia, dispensing it is a way of fishing the past from the disposal, wiping it off, painting over the ugly parts and recycling it for more than it’s worth.

Not a bad idea, rastasean, and one I've considered.  I may also change the description for Ask The Tapers to something like "When all else fails, if you don't find the answer in one of the gear-specific forums, or are -really- REALLY unsure where to post..."
