Ok,

I am using logic 9, i thought i had done this right but i am not getting the results i am looking for.  I am converting the mono (SBD) wav f/ interleaved to split, trying to get two seperate mono tracks to pan to left and right stereo live/room microphone recording.  However, it will only pan to the left channel, and nothing when i pan to the right.  How do i get two seperate files so they pan accordingly?

I don't know Logic, but Audacity makes this really easy. Load a file, click the little triangle tab on the left side of the track to "split stereo track to mono," then click in the triangle of each track to make them "mono" rather than one left, one right. Then export them both in the file format of your preference.

If I am reading the question correctly. . . . .
No need to split the stereo file. Load it up in (2) channel strips
Click+hold the 'stereo/mono' button under the level meter in your control strip.  It will ask you which channel you would like to use (left or right).
Repeat for process on the other channel, but choose the other side, obviously.

Unless you are doing something to each track there is no difference between two mono tracks panned L-Rand one mono track @ C.
