This is related to the other suggestion... but try installing from the Control Panel->Add or Remove programs dialogue. I don't know if this will work, but it might.

You might also right click on the .exe and select run as administrator.  I've seen this affect installations even when you're logged in using the admin account.

Also there is a reference on the authors site about the need for VB6 runtime files.
