Topic: Peak Normalize or Reduce Crackling P.A. first?

I'm on a PC with Windows XP and Service Pack 3. I'm using Sony Sound Forge 8.0 with the X-Crackle plug-in from Waves Mercury Bundle or Waves Diamond Bundle.

I have a recording in 24 bit 48 kHz with a crackling P.A. most noticeable in the vocals. This is my first time trying to reduce/remove the unwanted vocal artifacts.

Should I peak normalize the channels to -0.2 dB before playing around with the Waves X-Crackle plug-in? Or is it better to try and remove the crackling first and then peak normalize?

Normalize the last thing you do is the standard procedure.

Um. . . I meant that I have the X-Crackle plug-in that comes in one of those bundles.
