I guess the cheaper the recorder, the less likely it will be anything like a 24 bit preamp on it.  But if you're thinking of recording at low levels then normalising later, to avoid overs, then I guess cheap and 24 bits can be mentioned in the same breath.

I know how to scour the web. Though I very much prefer R-09 or better, I got an H2 brand new for $110 from an Amazon seller a couple weeks ago.

24-bit is not going to be relevant if your inputs are noisy--you'll just get hi-fi noise. So check out reviews before you go for the very cheapest.

And don't get a Zoom product. A DR-07 is a much better choice unless you care about the internal mics (the Zoom's do have pretty good internals. As much as I hated my Zoom H4, the internals sounded very good to me).

I would recommend  a DR-07 and using external mics like one of the Church Audio products with a battery box.
AT853's (all caps)/CM-300 Franken Naks (CP-1,2,3)/JBMod Nak 700's (CP-701,702) > Tascam DR-680
Or Sonic Studios DSM-6 > M10
