Unless your DAW of choice doesn't handle >2gb files, it should be a regular normalize function.

If your audio editor can't work on files > 2 GB, and assuming you're doing peak normalization, simply:
  • normalize both files independently
  • note the amount of gain applied to each (for the sake of discussion, let's say file A = higher gain, file B = lower gain)
  • undo normalization on the file (A) that required a higher amount of gain
  • manually apply to file A the same amount of gain applied during normalization of file B
