Would someone be kind enough and take the time to explain to me what would be the difference between powering my AKG 460's with 16 volts or 48 volts from my Tiny box? What is recommended?

Provided it's phantom power, I don't think there is any difference since the 460s operate on 9 to 52v phantom power. It's likely that they have a DC-to-DC converter to polarize the capsule that is expecting, at minimum, 9v of phantom power. Others can likely elaborate a little better but I'd say run them at 16v and save some battery life.

Does the higher voltage change the sensitivity or tone of the mic?

I ran the 460's to a Tinybox with no problems.  My Tinybox is a V1 and provides 16V phantom.  Below is a sample.
