Umbrella Company Active Mic Cable

An active mic cable designed for dynamic mics and on the faq page it says not to be used with a condenser mic but has an exception for battery powered mics: https://umbrella-company.net/en-us/products/active-mic-cable

So is  this another PFA that can provide phantom power to mics that run on battery power, chopped Naks or any electret mic?

Don't think so. It's basically a buffer at the XLR-F end, powered by phantom. There is no voltage on the XLR-F pins, so no way to power a capsule from there.
