You can duplicate one channel into two in Audacity, if that's what you want.

open it in your favorite software program. Select the wav file, copy it. Then open a new recording in the software and paste the wav file into both channels.

Audacity:

Import Audio > Split Stereo Track > Select/Copy good track > Select/Paste bad track > Make stereo track > Export as WAV

or in audacity just make the track mono and pan it dead center.

You'll likely have phase cancellation when you attempt this, so not true stereo, but listenable.

Ack, I should have said a dual-mono recording, which doesn't have the same spatial effect as true stereo.

Other than delaying one channel slightly, does anyone have any recommendations for "opening up" a mono sbd recording? I've been messing around a little with wavelab's NaturalVerb which seems to help but any other recs? Thanks.
