downsampling=level change?

Hello,
     I've noticed on several occasions that when I downsample from 48kHz --> 44.1kHz that upon playback, the level meters indicate that the peaks (and therefore probably the whole wav) become 0.1 or 0.2 dB higher than the original file. Is this normal? Should I correct for this by simply adjusting the gain in the original file a bit lower to account for the increase upon downsampling? Currently using SF 8.0 but it also happens on other programs also.

This is interesting and am very curious what others think. I have a similar situation, when I go from 24 bit to 16 bit using Audacity, the pitch changes for the vocals, the actually drop.

I expect that some of the "airiness" of the sound stage goes away but this has me baffled. 

Love to hear if this is anomally or something I am missing in processing the file.

Thanks Gordon for the thread, I will be getting this squared, (no pun intended) and try what you reccomend.

Nice to know it was not just a flash back from my past but my old ears actually were not mistaken.
